A GLP-1 marketing strategy for a telehealth brand gives each channel one funnel stage to own and clears LegitScript and platform authorization before any prescription ad runs. Claims stay inside FDA and FTC limits. Every channel is judged on the same event against one target CPA. Comparison sites and content affiliates can start before certification clears.

GLP-1 marketing channels by funnel stage
A GLP-1 telehealth funnel runs click, intake, prescription decision, first order, refill. Each channel below fits one or two of those stages and has its own gate.
| Channel | Best stage | Good for | Gate | Main risk |
|---|---|---|---|---|
| Meta (Facebook, Instagram) | Click to first order | Volume across US adults 18+ | LegitScript certification + Meta authorization for Rx ads | Rejected ads, limited pixel events |
| TikTok | Click, intake | Short video, new audiences | Rx “proof of approval and certification”; weight claims 18+ only | Weight claims outside its policy |
| Outbrain (native) | Click, intake | Advertorials for readers who want detail | No ads that sell prescription drugs | Drug-led creative |
| Google Search (if you run it) | Intake, first order | People searching for treatment providers | LegitScript + Google certification | Rx keyword rules |
| Affiliates | Intake, first order | Many traffic sources, paid on results | Your training and monitoring program (FTC) | Claims you didn’t write |
| Comparison sites | Prescription decision, first order | Visitors comparing providers | Clear disclosure of paid relationships (FTC) | Undisclosed or thin listings |
| Email and SMS | Refill | Keeping customers past the first order | An opt-in list | Over-sending |
How the GLP1.partners media team runs GLP-1 acquisition
We buy paid media for GLP-1 brands on Meta, Outbrain and TikTok. On Outbrain the creative sells the program and the provider, not a prescription drug. Meta campaigns run on our whitelisted telehealth agency accounts, which are built for telehealth scale and run inside Meta’s prescription drug rules. They don’t replace LegitScript certification or Meta authorization.
We also run our own comparison sites and an affiliate network, so a brand gets visitors comparing providers and publisher traffic alongside its own ads.
The brand sets the target. Paid, comparison and affiliate traffic are all measured against that target, and the brand gets a report every week.
Platform gates a GLP-1 brand must clear before running ads
Meta and Google require LegitScript certification for telehealth prescription ads. TikTok asks for proof of approval and certification from regulators such as the FDA. Applications are rising: LegitScript reported “a 101% increase in telemedicine applications” over the past year (September 22, 2026).
- Meta: “Meta requires online pharmacies and telehealth providers to be actively certified with LegitScript.” Certified advertisers must “Only target people 18 years or older” and “Obtain authorization from Meta.”
- Google: “Google allows telemedicine providers if they’re accredited by LegitScript’s Healthcare Merchant Certification Program,” and “Advertisers must also be certified with Google.”
- TikTok: in the US, prescription medicine “May be allowed” with “proof of approval and certification”, for audiences 18+. Its weight management policy adds: “Any weight loss or muscle gain claims must be restricted to audiences aged 18 years or older.”
- Outbrain: “Ads must not promote the sale or use of illegal, prescription, or recreational drugs.” Native creative there has to sell the program and the provider.
The full steps are in Meta’s prescription drug ads policy for GLP-1 brands and Google Ads telemedicine certification.
Claims that get GLP-1 marketing flagged
On March 3, 2026, FDA warned 30 telehealth companies over compounded GLP-1 marketing. The letters cited “making claims implying sameness with FDA-approved products” and products “branded with the telehealth firm’s name or trademark without qualification.”
The FTC sets the bar for any health claim: “The FTC’s substantiation standard is a rigorous one, particularly when claims relate to health.”
How much creative a GLP-1 brand needs
A GLP-1 brand needs a steady supply of new ad concepts, launched into a small number of ad sets. Meta: “Testing new creative and marketing strategies is essential for improving your performance over time.” And: “When you create many ads and ad sets, the delivery system learns less about each ad and ad set.”
- Write a claims list once, check it against the FDA and FTC lines above, and build every concept from it, so each claim is reviewed once.
- Combine similar audiences into fewer ad sets so learning isn’t split.
- Retire losing ads and add new ones. Don’t edit live ads mid-test: Meta says editing during the learning phase will “reset learning.”
- Build per channel. TikTok runs on short video, Outbrain on headlines and advertorials.
Measuring GLP-1 channels against a target CPA
Measure every channel on one event, usually the paid first order, against the brand’s target CPA, counted in your own order system. Platform dashboards are a second opinion.
Two Meta rules make this necessary:
- Volume. Ad sets leave learning “after about 50 results in the week after the ad set’s last significant edit.” If an ad set can’t reach about 50 paid orders a week, optimize it to an earlier event such as intake, but keep judging it on cost per paid order.
- Health data. Meta can put a telemedicine site in its Health and wellness category, which can restrict “specific mid and lower funnel events.” Meta suggests optimizing to more upper-funnel events instead. The setup details are in Meta health data restrictions for telehealth.
Add a second check: refill rate by channel. A channel that hits target CPA on first orders but loses customers before the second order costs more than it looks.
When to add affiliates and comparison sites
Comparison sites and content affiliates need no Rx ad authorization, so a GLP-1 brand can start them while LegitScript review runs. Paid social on Rx offers waits for certification and Meta authorization. Keep that first partner wave small until you can track a paid order per partner, because before that you can’t tell a bad partner from a bad funnel.
- Your landing page and intake are stable.
- You have one tracked conversion event to pay partners on.
- You have written claim rules for partners. The FTC says: “Advertisers need to have reasonable programs in place to train and monitor members of their network.”
- Comparison listings disclose the paid relationship clearly.
A launch and scale order for a new GLP-1 brand
- Apply for LegitScript, since Meta and Google require it for telehealth prescription ads.
- Build the landing page, intake, claims list and refill emails while you wait, and start comparison sites and content affiliates, which need no Rx ad authorization.
- Get Meta authorization (and Google certification if you’ll run Google).
- Launch Meta with few ad sets, one optimization event and the target CPA.
- Add TikTok and Outbrain with creative made for each.
- Widen comparison and affiliate traffic once orders track per partner, with written claim rules and monitoring.
- Scale in steps. Meta advises you to “avoid frequent budget changes (which can cause an ad set to re-enter the learning phase).” Keep targeting at adults 18+ and certification current.
